Utilities & HSE Manager

Function

As Utilities & HSE Manager You will be responsible for ensuring that the utilities and the HSE policy on site run smoothly, safely and in compliance with regulations in Maasmechelen, Limburg, Belgium. You ensure that critical facilities continue to operate reliably and that health, safety and the environment are firmly embedded in day-to-day operations.

You will combine operational oversight with a clear focus on improvement and work closely with internal teams, technical departments, operations and external partners. In this role, you will maintain a visible presence on the shop floor and take an active role in monitoring, analysing and improving performance, risks and processes.

Your main duties and responsibilities will include:

  • Monitoring utilities such as electricity, water, compressed air, steam and other support systems.
  • Ensuring continuity, reliability and the efficient use of technical facilities.
  • Developing, implementing and monitoring HSE guidelines, procedures and preventive measures.
  • Carrying out and coordinating risk assessments, audits, inspections and incident follow-up.
  • Analysing deviations, trends and areas for improvement, and translating these into concrete actions.
  • Managing and supporting internal stakeholders and external service providers within your area of responsibility.
  • Ensuring compliance with legal obligations and contributing to a strong safety culture.
  • Reporting on KPIs, incidents, improvement actions and operational results.

You are a hands-on manager who brings structure, sets clear priorities and inspires people in an environment where reliability, safety and continuous improvement are key.

Profile

For this role, we are looking for a professional with 5 to 10 years’ experience in a technical, operational or HSE-driven environment. You have strong analytical skills, a pragmatic approach and sufficient maturity to reconcile differing interests and justify decisions.

In addition, we expect the following:

  • A bachelor’s or master’s degree in a technical subject, safety science, engineering or equivalent through experience.
  • A sound knowledge of utilities, technical installations and/or maintenance processes.
  • Experience in HSE, prevention, risk management, compliance and incident follow-up.
  • Ability to establish and embed procedures and improvement programmes.
  • Good communication skills and a natural ability to persuade at all levels of the organisation.
  • A proactive, structured and results-oriented approach to work.
  • An eye for detail without losing sight of the bigger picture.
  • Be able to collaborate effectively with internal teams and external partners.
  • A good knowledge of Dutch; knowledge of other languages is an advantage.
